What causes rat outbreaks?

“Normally when the vegetation grows back the population around homes seems to become less noticeable but continuing recent work around the light rail wouldn’t have helped." A local also shared, “The weather, along with the growing numbers of backyard chickens in the area has also been conducive to increased populations of animals including rats.”

They scary part is that as the rat plague takes over the city, it would appear the confidence of the rats is also increasing.
